英國生命教育簡介

學齡階段相關措施

英國的生命教育是全人教育（Holistic Education）的一部分，也是世界上較早開始生命教育的國家，英國公眾健康組織（Public Health England，PHE）表示，協助學校處理學生心理問題的重要性，許多學者亦倡議學生心理健康應與學業成就同等重要。在英國義務教育的國定課程 （National Curriculum）中，明訂學校課程除了培養學科知識之外，也相當重視學生建立健全的情緒管理、身份認同、生命價值、多元性別平等、人際互動、團隊合作精神及適切的生活技能等，以培養學生適應未來社會的必備能力。

英格蘭和愛爾蘭學校課程中的「個人、社會、健康與經濟教育」（Personal, Social, Health and Economic Education, PSHE ）為必修課程中（註1），老師可以自由運用生命與健康相關議題，融入在不同課程中。其內容涵蓋健康與安全的知識、實踐生活的技能，和終生學習者的態度。而不同的年齡層則有不同的課程目標設定，如在小學階段，重視同儕關係（Relationships Education）、中學階段則重視同儕跟性教育（Relationships and Sex Education, RSE ） ，而健康教育（Health Education）與毒品防制（Drug Abuse Prevention）在公立國中小則舉足輕重（註2）。

非教育體系支持

英國公共醫療系統中，兒童及青年若有情緒問題，由兒童及青年的精神健康服務 （Children and Young People Mental Health Services, CYPMHS）專責處理，幫助兒童及青少年精神健康的輔導、藥物治療、住院等免費服務（註3）。英國社會防止虐待兒童協會（National Society for the Prevention of Cruelty to Children, NSPCC ）以保密的諮詢途徑（Childline），協助青少年與兒童的心理需求（註4）。此外，英國義務教育端也常與地方學校與慈善機構合作，讓生命教育可以在不同族群間無縫接軌。如劍橋和彼得郡生命教育中心（Life Education Cambridgeshire and Peterborough）則與英國柯拉姆生命教育機構（Coram Life Education） 合作，運營的「生命教育公車」（Life Bus），以移動的教室分享健康相關知識、探討藥物對器官的影響以及正視同儕壓力問題，為不同階段的學生提供「毒品預防計劃」（Drug Abuse Prevention），針對生活技能的練習做出正確且有益健康之判斷外，更建立完善的線上課程，提供給更多的有需要的夥伴（註5）。英國兒童慈善團體Place2Be所發動的「兒童心理健康周」（Children’s Mental Health Week），鼓勵兒童們透過不同藝術形式抒發自己的內心感受及情緒（註6）。

英國生命教育最新發展

在英國，生命教育的推廣也從學校教育擴及到動物的保護，英國有很多寵物慈善組織與動物協會，透過民間贊助的力量協助動物的照料、領養跟教育活動。如英國世界動物保護協會（World Animal Protection, WSPA）與英國皇家防止虐待動物協會（The Royal Society for the Prevention of Cruelty to Animals, RSPCA），執行「更好的世代」計畫（Educating a Kinder Generation）多年來專注於動物救援和福利（註7）。英國最具歷史的巴特西貓狗之家（Battersea Dogs & Cats Home），則提供英國的犬貓領養和動物的生命教育。英國犬類福利慈善機構（The Dogs Trust Education Team）則走入校園，從學齡前（Eary Year）到基本階段5（KS5）針對不同的年齡，提供學犬的使用指南，促進學校環境中的人犬關係（註8）。而英國第一家自閉症援助犬的慈善機構（Autism Dogs Charity ）的「自閉症援助犬計劃」（Autism Assistance Dog Programme），提供免費訓練和提供輔助犬，從人和狗的夥伴關係中建立更多友善的互動與信心（註9）。而RSPCA執行的「爪子改變計畫」（Paws 4 Change），透過陪伴與訓練，再次建立動物和人之間的關係（註10）。這些動物為不同的需求者帶來不一樣的溝通方式與生命議題，也將英國的生命教育從學校擴及社會的角落。

生命教育在整個變遷的大環境中扮演不可或缺的角色，從學校裡的健康、人際關係與毒品問題、動物的社會生命議題擴及到社會的全體健康與生命價值。不管是政府的政策或是英國的慈善跟社會機構，對生命教育的守護與堅持，儼然就是一部活著的英國生命教育書庫。
